코로나19 시기 서울시 3종 복지관 대응 과정 연구: 코로나19 대응지침은 현장을 어떻게 변화시켰나?

코로나19 팬데믹에 따른 정부 조치에 대응하면서 서울시 노인복지관, 장애인복지관, 사회복지관에서는 이전과는 다른 실천 양상을 보였다. 이와 관련하여 본 연구에서는 중앙정부와 지자체의 코로나19 대응지침 및 지시사항의 3종 복지관에 대한 영향, 3종 복지관의 시기별 대응의 유사점과 차이점을 탐구하였다. 이를 위해 서울시 3종 복지관에 소속된 15명의 중간관리자 등과 개별인터뷰를 실시하였고, 이를토대로 코로나19 시기 복지관 대응을 정부 대응지침 등과 관련지어 제도적 맥락에서 검토하였다. 연구결과는 다음과 같다. 코로나19 대응지침이 복지관 대응에 미친 영향과 관련하여 ‘(1) 휴관 및 근무형태변화, 그 속에서 드러나는 신뢰 문제, (2) 감염병 대응 과정에서 뒷전으로 밀린 프로그램, (3) 긴급 돌봄서비스 대상 선택 및 방식, (4) 궁여지책으로서의 온라인 활동과 수반된 노력, (5) 사전 예약 원칙과정원 제한을 받는 소규모 대면 활동 운영, (6) 지역사회로의 경계 확장, (7) 복지관 공간 규범 변화와소극적 이용자 증가’라는 주제가 발견되었다. 또한 이들 주제는 코로나19 대응지침을 기준으로 구분한시기별(감염병 대응기, 사회적 거리두기 시기, 단계적 일상회복 이후 시기)로 3종 복지관 대응과 교차하여 유사성과 차이점이 정리되었다. 이러한 결과를 바탕으로 후속 연구로 제도적 문화기술지 연구, 위험관리를 위해 요구되는 필수역량과 가치체계에 대한 연구를 제안하였다. 복지관 운영을 위해서는 복지관실천공간의 의미에 대한 재검토, 위기 대응을 위한 민-관 협력의 창의적 관계 구성을 제안하였다.
Abstract
In the face of the COVID-19 pandemic, senior welfare centers, welfare centers for the people with disabilities, and community welfare centers in Seoul have been responding in a variety of ways. This study was designed to answer the following research questions. (1) How did the governmental COVID-19 guidelines and instructions affect the responses of welfare centers? (2) What are the similarities and the differences among 3 types of welfare center responses? For this purpose, a qualitative research is conducted. The study results are as follows. The main themes of the welfare center's response on the COVID-19 guidelines are (1) closures, work pattern changes, and the trust issue, (2) programs that have been pushed back with responding to infectious diseases, (3) selection of programs and methods of emergency care services, (4) online programs as an inevitable solution and efforts to enhance information access, (5) prior reservation rule and small face-to-face activities with limited capacity, (6) boundary expansion to the community and (7) changes in spatial norms of welfare centers and increase in passive users. These themes are compared with the responses of the 3 types of welfare centers by time period divided based on the COVID-19 coping guidelines. Based on these results, 4 suggestions are presented.
