Abstract
The demand for microdata services (MDIS), which are utilized as in-depth research and analysis resources for policymaking and corporate management strategies, continues to grow. However, concerns over personal data risks still persist. This study designs a policy decision-support framework for Privacy-Enhancing Technologies (PETs) based on the characteristics, sensitivity, and intended use of the data. Using the proposed framework, 243 types of microdata across 20 themes provided by MDIS were mapped to appropriate PETs. The analysis of the mapping results yielded meaningful insights, demonstrating the framework's effectiveness. This study presents both policy-oriented and practical guidelines for applying personal data protection technologies to national public microdata. Future research will expand upon this work by systematizing the applied technologies and comprehensively validating their performance based on multi-technology strategies.
