초록

본 연구는 8년차에 접어든 국내 e-Learning 훈련을 안정적이고 발전적으로 정착시키기 위하여 고유의 직업훈련 제도를 발전시켜 온 프랑스, 미국, 영국, 싱가폴에 대한 e-Learning 정책을 심도 있게 분석함으로써 국내 e-Learning 훈련정책 및 제도 개선에 시사점을 제공하고자 한다. 외국의 사례분석을 위한 국가 선정의 기준으로는 직업훈련 제도 및 정책의 유형이 특징적이고 안정적인가와 e-Learning을 훈련환경, 훈련방법, 대안적 훈련 등의 영역에서 정책 및 제도로서 활발히 추진하고 있는지를 고려하였다. 연구의 내용은 e-Learning 훈련제도 및 정책 유형, 재정지원, 훈련비용, 질 관리를 중심으로 분석하였다. 연구방법으로는 문헌연구와 심층면담 조사, 전문가 협의회 등의 방법을 병행하여 추진하였다. 연구 결과의 시사점은 다음과 같다. 첫째, 현재 재직자 지원 중심의 e-Learning 훈련정책이 실업자를 포함한 소외계층으로 확대되어야 할 것이다. 둘째, e-Learning 훈련 프로그램의 형식과 내용이 보다 다양화되어야 할 것이다. 셋째, e-Learning 훈련과 관련한 ‘표준안’ 개발의 필요성이다. 넷째, 개별화된 지도가 필요하다. 다섯째, 정책결정과 관련하여 수요자 의견 반영 등이 필요하다.

Abstract

This study is to provide implication to our e-training policy and system through investigating e-learning policy of France, England, U.S.A., and Singaporethose progressed their own training system. The criteria of selecting nations to analyze as the model cases were if the system and policy of the nations are secure and typical and if e-learning is activated as learning environments, delivery system, and alterative methods. The examination focused on training system and policy types, financial support, tuition, quality assurance for e-learning. We employed literature review, focus group interview, and delphi as the research methods. The implication of the study is as follows: 1) The current e-learning policy focused on the employed people should include the minority people such as the unemployed people. 2) The e-learning program should employ various instructional design and learning environment. 3) We need to research and develop the standardization for e-learning. 4) We, also, provide individualized learning guidance to people who register e-learning program. 5) The opinion of customer of e-learning needs to be reflected to the policy decision.
