Abstract
The research is intended to develop specific competencies of expatiates for effective localization. Differently from past research, the current study used observations, interviews and survey with management, expatriates and local employees at the operational sites in three countries(Malaysia, Thailand and Philippine). Many past research studies conceptually extended previous research results and introduced research results based on survey data. Such approaches could not deal with issues that are important to successful localization and expatriate development, and management was interested in. To collect qualitative and quantitative data, the researcher visited 25 foreign operations for interviews and observations. The qualitative data helped to highlight competencies survey studies could not reveal. It was found that organizational level competencies included pre-departure training, area specialist development, training on the local sites and specific management policies and personal level competencies included socialization, perception for local employees' work ethic, integration of work patterns of parent and host countries, human resource development for local operators and management/administrative employees, management fit with local cultures, system development, training, local languages
