Abstract
The universal, which was created through the concept of western values, ie reason, science, and progress, still exercise dominance in the 21st century. Along with the global expansion of globalization, the diversity of non-Western local cultures is once again called by the universal(Western, standardized), threatening its vividness and uniqueness, particularity and specificity. In this article, we take the diversity of non-Western local cultures as starting point of new cultural studies to see if there are any problems in the western cultural center armed with universality or universalism, and which disabilities are continuing. From the viewpoint of the Third World that has received colonial westernization, the concepts such as cultural turn, cultural hybridity and trans-culture which are widely publicized in recent years can be included in the same meaning. The use of culture, or more precisely cultures, as a subject of discussion in this article should be liberated from the Uni-versal culture of the West, the global world system that runs on its extension, and global coloniality. And we suggest Justice, Freedom, Human rights, Democracy, and Equality - that the citizens of the world really want - can be realized through this liberation. This may be the reason why the need for a decolonial epsitemic turn is required. The demand of decolonial epsitemic turn is evidence that culture is not universally mediated innon-Western countries, contrary to Western rhetoric. The universal is not the exclusive property of the West. Likewise, culture can not be standardized / commercialized as a universal of the West.
