Yu, Hyeong-won's idea of reforming royal finance is a core element of structure and administration of the grand idealized state constituted by his authoring Bangyesurok(磻溪隨錄). He argued that the Naesusa(內需司) should be annulled and replaced by Saongwon(司饔院); that the amount of royal finance should be minimized to the extent of ten-time that of rural community so that every occurrence of income/expenditure be controlled by government autority. Principal royal family members such as crowned prince, grand queen, and concubines should be endowed with enough budget and other royal siblings' finance be included within the enumeration of Gongjeonje(公田制 : nationalization of available lands) and Sasejeon(賜稅田 : endowed taxable land). In addition, he suggested the number of trubutary items should be substantially reduced and their inventory be registered in detail. His reformation idea concentrated on devising an institutional framework for placing the status of royal family, the ruler of his idealized state, in the context of public domain. The significance of his idea lies in that it did not remain a void idealism but set forth an ideological protention for future policies
