Abstract

This study examines the efforts of Korea(Joseon) and Japan to maintain peaceful neighborly relations during the late 17th to 18th centuries by analyzing cases where annual envoys(Yeollye Songsa) were temporarily suspended. These suspensions were typically requested due to the dispatch of communication envoys or repairs to the Waegwan(Japanese trading post). However, in special circumstances, such as natural disasters or the frequent dispatch of separate Japanese envoys(Chawae), the missions were also suspended to alleviate the burden on both countries. Notably, the cases in 1753 and 1779 are significant, with the 1779 suspension being an exceptional case that required extensive discussions before a decision was made. The 1779 case raised three main issues. First, whether the request to suspend the annual envoys met the conditions of prior precedents. Tsushima referred to the 1753 case as a basis, but Joseon was reluctant to establish it as a precedent and carefully deliberated the matter before ultimately accepting the request. Second, the issue of determining which year’s mission (1779 or 1780) would be suspended arose. Joseon referred to the precedents of 1647 and 1677 to decide on suspending the 1779 mission and combining its reception with that of the 1780 mission. Third, there was an issue with the inconsistency in official seals (Doseo). The 1779 document bore the seal of the new lord of Tsushima, while the 1780 document had the seal of the deceased former lord. Joseon reprimanded the Dongnae Magistrate for failing to verify the documents properly but swiftly resolved the matter by requiring the correction of the seal on the official document to that of the new lord and approving the reception. Throughout this process, Joseon adhered to established regulations, held officials accountable, and continued negotiations with Tsushima to avoid military conflict. These efforts highlight the stabilizing effect of such practices on the neighborly relations system and the significance of this period as an “era of stability” in Joseon-Japan relations during the late 17th to 18th centuries.
