재난 유형 관련 용어의 사용 추이와 사회적 인식의 변화- 빅카인즈 뉴스 텍스트를 중심으로 -

오늘날 우리는 ‘재난’과 그에 대한 ‘관리’ 및 ‘대응’에 그 어느 때보다 관심이 높은 시대에 살고 있다. 본 연구는 이러한 시대적 상황에서 해결해야 할 문제들 가운데 하나로 우리 사회에서 나타나고 있는 재난 유형 관련 용어의 사용 추이와 사회적 인식의 변화를 빅카인즈(BIGKinds)의 뉴스 텍스트를 중심으로 살펴보는 것을 목적으로 하였다. 연구 결과 빅카인즈의 뉴스 텍스트에는 네 가지 유형에 속하는 재난 관련 용어의 변이형들이 다양하게 사용되고 있음이 확인되었다. 법률상 재난이 ‘자연재난’과 ‘사회재난’ 두 가지로 구분되고 있는 것과 달리, 우리 사회 구성원들은 ‘자연재해, 인재, 사회재난, 복합재난’ 등 모두 네 가지로 구분하고 있음이 확인된 것이다 재난의 유형에 대한 이와 같은 구분을 토대로 우리 사회는 자연 현상에 의해 빚어지는 ‘자연재해’가 단순히 사람의 힘으로는 어쩔 수 없는 불가항력의 것이 아니라 ‘사실상 인재’로서 얼마든지 예방과 대비가 가능한 것일 수 있다는 인식과 함께, 사회 구조나 제도의 결함에 의한 사회재난에 대한 국가 차원의 적극적 대응이 강력하게 요구된다는 인식을 강력하게 드러내고 있다고 할 것이다. 여러 가지 재난이 연쇄적으로 나타나거나 동시다발적으로 발생하는 것을 가리키는 ‘복합재난’에 대한 인식 또한 널리 이루어지고 있음도 빼놓을 수 없는 일이다. 인류의 역사는 오롯이 재난의 역사라고 할 수도 있다는 점을 고려할 때 빅카인즈(BIGKinds)의 자료들은 고작 30년이라는 짧은 기간에 이루어진 재난 관련 용어들의 사용 양상 및 인식의 변화를 보여줄 뿐이라는 평가가 있을 수도 있다. 그러나 본 연구 결과는 사전이나 법률상의 정의나 유형화에서는 포착하기 어려운 실제적 언어 사용의 모습이나 인식의 일단을 파악할 수 있도록 해 주었다는 점에서 의의가 있다고 할 것이다.
Abstract
Today, we live in a time when the whole society and country are more interested in "disasters" and "management" In this study, as one of the problems that needs to be solved in these historical situations, we are thinking of examining changes in the use of disaster-type-related terms and social perceptions that are emerging in our society, focusing on the BigKinds news text. According to the research, unlike legal disasters divided into two categories: natural disasters and social disasters, the members of Korean society are divided into four categories: natural disasters, man-made disasters, social disasters, and combined disasters. Based on such categorization of the types of disasters, it can be said that the recognition that "natural disasters" brought about by natural phenomena are not simply unavoidable force majeure, but can be prevented and prepared as "de facto man-made disasters" as well as the recognition that the government is strongly required to respond to social disasters caused by defects in social structures and systems. It is also important that there is a widespread awareness of "complex disasters," which refer to the occurrence of various disasters in a chain or simultaneous manner. Considering that human history is simply a history of disasters, the BigKinds data shows only a change in the use and perception of disaster-related terms in a short period of only 30 years. However, it can be said that the results of this research are significant in that they allow us to grasp some aspects of actual language use and recognition, which are difficult to grasp in dictionaries and legal definitions and categorizations.
