우리나라 항만공사의 경영효율성 평가 및 비교

본 연구에서는 우리나라 항만공사를 대상으로 자료포락분석(DEA)기법을 이용하여 2015년부터 2018년까지 항만공사별로 순수기술효율성과 규모효율성을 구분하여 측정하고, 경영효율성을 평가·비교하였다. 이를 위하여 임직원수, 총자산, 자기자본을 투입변수로, 매출액, 영업이익, 순이익을 산출변수로 선정하였다. 본 연구의 결과는 다음과 같이 요약할 수 있다. 첫째, 연도별 우리나라 항만공사의 평균 기술 효율성은 2015년 0.8419, 2016년 0.8419, 2017년 0.8549, 2018년 0.8632로 측정되어 연도별로 전체 효율성이 개선되고 있음을 확인할 수 있다. 그러나 연도별 전체 평균 효율성이 85.05%로, 14.95% 정도 비효율적이며, 효율성 개선의 여지가 있음을 보여주고 있다. 둘째, 2018년 우리나라 항만공사의 평균 순수기술효율성과 규모효율성은 각각 0.8817과 0.9754로 측정되어 비효율성의 원인이 주로 규모요인보다는 비능률적인 업무에 기인하고 있음을 보여준다. 셋째, 항만공사별로 보면, 항만공사 DMU1과 DMU3은 순수기술효율성과 규모효율성이 모두 1의 값으로 측정되어 능률적인 업무와 최적의 규모 하에서 효율성을 달성하고 있음을 보여준다. 그러나 나머지 항만공사의 경우 상대적으로 비효율적이며, 비효율성의 원인이 규모요인보다는 주로 순수기술요인인 비능률적인 업무요인에 의해 발생하고 있음을 보여주고 있다. 이들 항만공사의 경우, 경영효율성 개선전략으로 경영규모를 조정하는 것보다 영업비용과 영업외비용의 절감을 통하여 과소 영업이익 및 순이익을 큰 폭으로 증대시켜야 함을 보여주고 있다.
Abstract
The purpose of this study is to evaluate and compare the managerial efficiency of Port Authority in Korea by using data envelopment analysis(DEA) from 2015 to 2018. The DEA method is a relative evaluation method on the basis of linear programming. The main empirical results of this study are as follows. First, the average technical efficiency of Korea's port authority by year was measured at 0.8419 in 2015, 0.8419 in 2016, 0.8549 in 2017 and 0.8632 in 2018. It indicates that overall efficiency was improving on a yearly basis. However, the total average technical efficiency showed 85.05% which revealed about 14.95% of non-efficiency. Second, DMU1 and DMU3 port authorities show that both pure technology efficiency and scale efficiency are measured at a value of 1, indicating that efficiency is achieved under efficient work and optimum scale. However, it shows that the remaining port authorities are inefficient, and that the reason for inefficiency is due mainly to inefficiency, which is a net technology factor, rather than a scale factor. These port authorities show that they should increase their operating profits and net profits by reducing operating expenses and non-operating expenses rather than adjusting the size of the business with a strategy to improve management efficiency.
