우리나라 항만은 다른 사회간접자본(SOC: Social Overhead Capital)과 비교하면 관리·운영이 지방분권화 되어 있어 지역 간에 차이가 있다. 이러한 관점에서 각 항만의 효율성을 다양한 요인을 통해 정량적으로 측정할 필요가 있다. 본 연구는 항만 효율성을 자료포락분석법(DEA: Data Envelopment Analysis)를 이용하여 측정하고, 항만별 효율성을 비교·제시하였다. 본 연구의 DEA 분석결과 .첫째, 서해안 입지 항만의 경우 효율성이 더 높은 경향이 있으며, 둘째, 국가관리항의 경우 항만공사나 지자체 관리 항만 대비 효율성이 더욱 높은 것으로 나타났다. 항만 효율성을 계측한 선행연구들이 있지만 이미 해당 연구가 수행된 지 상당히 시간이 경과하여 해당 항만 인프라에 큰 변화가 발생한 상황이다. 본 연구는 무엇보다 2019년의 최신 데이터를 사용해 항만별 효율성을 추정하였으며, 항만의 입지 및 관리형태가 항만 효율성과 특정한 관계를 가진다는 점을 규명하였다는 점에서 시사하는 바가 있다.
Abstract
Compared to other Social Overhead Capital (SOC), Korean ports differ between regions because their management and operation are decentralized. From this perspective, the efficiency of each port needs to be quantitatively measured through various factors. This study estimated port efficiency using Data Envelopment Analysis (DEA) and compared and presented port-specific efficiency. The DEA analysis of this study shows that there is a positive (+) relationship between specific locations and types of management and efficiency. First, ports located on the Korean West Sea tend to be more efficient, and second, state-managed ports tend to be more efficient than ports managed by the Port Authority or local governments. There are prior studies that have measured port efficiency, but it has already been quite a while since the study was conducted, resulting in a significant change in the port's infrastructure. This study uses state-of-the-art data from 2019 to estimate port-specific efficiency, and suggests that the port's location and management type have a specific relationship with port efficiency.
