초록

Since the Aid for Trade (AfT) initiative was launched in 2005, it has become increasingly important as a tool to facilitate trade reforms in developing countries. At the same time, the effectiveness of AfT has been continuously debated. Particularly, ASEAN countries, excluding Singapore and Brunei, have witnessed a substantial increase in AfT disbursements and commitments with impressive economic progress over the course of a decade. To estimate the effects of AfT in Southeast Asia, this study investigated the link between different AfT flows and the costs of exports and imports as a proxy for trade facilitation from 2005 to 2016. The empirical results indicate that an increase in AfT has a negative impact on trading costs, and aid directed toward economic infrastructure has a significant impact on reducing costs in ASEAN countries. Therefore, the effective allocation and implementation of AfT should be emphasized in terms of the differentiated effectiveness of AfT channels and the heterogeneous characteristics of Southeast Asian countries.

Abstract

Since the Aid for Trade (AfT) initiative was launched in 2005, it has become increasingly important as a tool to facilitate trade reforms in developing countries. At the same time, the effectiveness of AfT has been continuously debated.
