본 연구는 WTO체제하 국방 R&D 사업의 WTO보조금 적용여부를 분석하는 것을 목적으로 하였다.이를 위해 보조금 관련 WTO 규정과 논의 동향을 살펴보고 보조금관련 통상마찰 현황을 분석하였다. 그리고 우리나라 국방 R&D 사업 내용을 분석하고 그 지원사업의 WTO 규정에 따른 보조금 적용여부를 분석하였다.본 연구의 결과가 한국경제에 주는 정책적 시사점은 다음과 같다.첫째, 기본적으로 우리나라 국방 R&D 사업 수행시 정부출연금 형태 외에 다른 형태의 지원조치를 강구하는 것이 필요하다.둘째, 보조금으로 인정된다 하더라도 WTO보조금 협정상 특정성 없는 허용 보조금으로 인정받기 위해서는 특정성 요건의 적용이 배제되도록 국방 R&D 사업을 운영하는 것이 요구된다.셋째, WTO 보조금협정을 정확하게 해석하고 이해하는 것이 중요하다.넷째, WTO DDA협상에 적극적으로 대처하는 것이 필요하다.
Abstract
The purpose of this study is to analyze the applicability of WTO agreement on subsidies on defense R&D projects.For this purpose, this study first analyzed the regulations of WTO agreement on subsidies and then cases on trade friction related to WTO subsidies. This study also examined the characteristics of defense R&D projects of Korea, and the relevance of the application of WTO agreement.Based on the results of this study, the following policy implications were inferred.First, It is appropriate for Korean government to use supportive measures other than government donation in the defense R&D projects.Second, Korean government need to operate defense R&D projects so that “specificity" condition in subsidies can be avoided.Third, we should exactly understand and interpret WTO agreement on subsidies to prevent WTO subsidies application on defense R&D project.Finally, it is important to clarify our attitude and carry out our opinions at Doha Development Agenda negotiations.
