본 연구의 목적은 한국 제조업의 수출경쟁력 결정요인을 가격 및 비가격요인측면에서 분석하고 상대적 중요성을 평가하여 국제경쟁력 강화를 위한 정책적 시사점을 도출하는 데 있다. 계량모형을 이용하여 추정한 분석결과는 다음과 같이 요약할 수 있다. 첫째, 한국 제조업의 수출경쟁력은 기술경쟁력 뿐만 아니라 전통적으로 강조되어 왔던 가격경쟁력(단위노동비용증가율)에 의해서도 결정된다. 기술경쟁력을 대표하는R&D 집약도는 뚜렷한 양의 효과를 나타내지 않았으나 혁신의 성과를 측정하는특허출원 증가율의 경우 통계적으로 유의한 양의 효과를 나타냈으며 2000년 이후자료만을 이용하여 분석한 결과 과거에 비해 수출경쟁력 강화에 더욱 중요한 요인으로 분석되었다. 둘째, 가격경쟁력을 나타내는 단위노동비용은 수출경쟁력에 통계적으로 유의한마이너스 영향을 미쳐 수출경쟁력을 약화시키는 것으로 분석되었다. 공급능력을간접적으로 측정하는 투자율은 수출경쟁력 강화에 통계적으로 유의한 영향을 미치지 않는 것으로 나타났다. 다만 경공업에서는 투자율의 증가가 양의 부호를 나타내 수출경쟁력 강화에 기여하는 것으로 분석되었다. 마지막으로 해외직접투자는 전산업을 대상으로 할 경우 통계적으로 유의한 마이너스 부호를 나타내 수출경쟁력을 약화시키는 것으로 나타났다. 그러나 경공업및 중화학공업으로 구분하여 재추정한 결과 경공업에서의 해외직접투자는 수출경쟁력을 약화시키나 중화학공업의 경우 수출경쟁력을 강화해 보완관계에 있는 것으로 분석되었다.
Abstract
The purpose of this paper is to analyze the export competitiveness defined as the change of world export market share. Empirical analysis focuses on various determinants of the Korean manufacturing's competitiveness in terms of price and technology competitiveness. Main results can be summarized as follows. First, the export competitiveness of Korean manufacturing is determined not only by technological competitiveness but also by price competitiveness (unit labor cost growth rate) as traditionally emphasized. Second, the investment rate used to by the proxy for the indirect supply capacity did not have a significant impact on strengthening export competitiveness. This can be attributed to sluggish facilities investment of the Korean manufacturing industries, suggesting the need for increasing investment in human resources and technology instead of simple increase in capital. Finally, foreign direct investment did not appear to affect export competitiveness since it was not a statistically significant as entire industries were included. However, the result of analysis by the industry group suggested that FDI lowered export competitiveness of light industries while it strengthened that of heavy industries.
