Abstract
This paper uses the latest data to construct bilateral digital service trade and data regulatory dissimilarity indices, then emphasizes the importance of data regulatory dissimilarity in determining digital services trade across countries. The authors employ ordinary least squares regression with fixed effects, and find that greater dissimilarity between countries in terms of data regulatory(that is, data utilization and safeguards) has a negative impact on bilateral digital services trade and this finding is stronger for the ICT services sector. Considering that the effect of data regulatory heterogeneity may vary by bilateral trade size, we further conduct a quantile regression and find that the negative effect of data regulatory heterogeneity on trade in services is relatively larger for smaller trade in digital services. This implies that the marginal effect of data regulatory similarity is larger for digital services trade between countries with relatively small trade volume. This study contributes to the digital trade literature in that it is the first to empirically investigate the role of bilateral data regulatory heterogeneity in digital services trade.
