Abstract
The main purpose of this study is to analyze the economic ripple effects of reducing coal-fired power plants and expanding LNG power plants on the electric power industry and regional economy. Recently, as part of its response to climate change and carbon neutrality policy, the Korean government has been promoting the closure of coal-fired power plants and the construction of LNG power plants. The economic effects of this were quantitatively evaluated by dividing them into forward and backward chain effects. As a result of the study, the output of the electric power and renewable energy sectors increased by KRW 406.99 billion due to the expansion of LNG power generation in Chungcheongnam-do (increase of 1 million kW). Based on this, when calculating the backward chain effect using the Leontief inverse series, it was found that the expansion of LNG thermal power generation in Chungcheongnam-do increased the output of the entire country by KRW 603.60 billion and the output in Chungcheongnam-do by KRW 486.91 billion. Next, when calculating the forward chain effect using the Gosh inverse matrix, it was found that the national output increased by KRW 1.1365 trillion and the output in Chungnam increased by KRW 724.2 billion. In addition, the construction of an LNG power plant in Gyeongsangnam-do (an increase of 4.12 million kW) increased the output in the electricity and renewable energy sectors by KRW 1.6768 trillion. When calculating the backward chain effect based on this, it was found that the national output increased by KRW 2.4424 trillion and the output in Gyeongnam increased by KRW 1.9628 trillion. In the case of the forward chain effect, it was found that the national output increased by KRW 4.5467 trillion and the output in Gyeongnam increased by KRW 2.9645 trillion. As a result of the forward chain effect analysis, it was found that the expansion of LNG power generation had a positive ripple effect not only on the electricity and renewable energy-related industries, but also on the manufacturing and service industries. In particular, it was analyzed that as the supply of energy sources through the power and renewable energy industries increases, it also contributes to the growth of related manufacturing and IT service industries. As a result of the analysis of the backward linkage effect, it was confirmed that the industries such as city gas, wholesale and retail, and commodity brokerage services, and financial intermediary institutions were mainly affected by the expansion of LNG power generation in both Chungnam and Gyeongnam. This is because the increase in demand for capital goods and services required for the construction and operation of LNG power plants generates economic spillover effects on related industries. This study is expected to provide policy implications for the effective promotion of carbon neutrality policies in the future by specifically analyzing the impact of power generation facility conversion on the regional economy and related industries.
