본 연구는 우리 산업현장에서 여전히 빈발하고 있는 중대재해를 감소시키기 위해서는 안전관련법령 준수와 사업장내 기술적인 예방조치 확행 등은 물론, 최고경영자의 안전에 대한 투철한 경영철학과 조직내부의 안전문화 정착에 기반을 두는 행동기반적 또는 문화적인 접근방식의 채용이 필요하다고 보고, 관련 연구경향과 대표기업의 적용사례를 살펴보고자 하였다. 우선, Zohar(1980) 이후 진척되어 온 안전문화(분위기)에 관한 선행 연구경향을 고찰함으로써 안전문화 조성에 필요한 구성요인을 살펴보고, 더 나아가 안전과 관련된 최고경영층 등의 리더십 요인을 고찰하여 보았다. 또한, 안전을 최우선 경영가치로 설정하고, 관련 방침과 도구를 체계적으로 시행하는 것으로 알려져 있는 포스코의 사례 분석을 통해 안전문화에 관한 선행요인들의 실제 적용 여부와 안전보건관리제도 운영 사례 및 시사점 등을 확인해 보고자 하였다. 사례분석은 Griffin and Neal의 연구(2000)에서 확인된 안전문화 구성요인을 중심으로 진행하였다. 연구결과, 포스코는 CEO의 안전경영철학, 안전소통과 안전교육시스템, 안전규정과 절차 준수 및 내부감사와 검사제도, 안전성과 평가제도, 안전과 관련된 리더십 등에 있어서 매우 우수한 제도를 가지고 실천해 나가고 있어서 일응 안전문화의 수준이 높은 것으로 분석되었다. 본 연구가 가지는 의의는 그간 외국의 선행연구 탐색과 설문조사·분석을 통한 한국기업에의 적용 연구 중심으로 진행되어온 안전문화 연구를 우리나라의 대표적인 기업 사례를 가지고 확인해 보고자 하였다는 점이다. 다만, 사례연구기간이 그리 길지 않다는 점, 최고경영층, 안전보건관리자, 근로자 등에 대한 심층면접을 통한 분석이 병행되지 못한 점 등이 보완될 여지가 있다.
Abstract
This study aims to conduct the documentary research on the safety culture or safety climate within the business organizations, and to analyze the manner and extent in which POSCO, Korean large steel making firms applies and expands the safety culture in its workplaces. The key idea of this objective is that the occupational injuries in Korean worksites could be controlled and reduced in a considerable amount when we take the behavior-based and cultural approaches in the field of safety and health management. The results of the case study are highlighted that POSCO has taken and maintained the good safety management philosophy since the founder Mr. Park emphasized the safety issues, enacted and implemented the safety-related regulations and procedures, and taken other important measures for the safety and health of workers like smooth risk communication, strick and fair inspection & auditing, and use of safety performance appraisal tools, which are the key constructs of safety climate that many researchers selected and measured. Based on these findings, the implication of this study are discussed and future directions are suggested.
