Abstract
The industrial relations system of the U.S. differs from that of the Western Europe in many aspects. Among them, business unionism and non-existence of labor party in the U.S. are most distinctive and they are correlated each other. In the paper, the distinctiveness of the early U.S. labor market and industrialization, the dynamic path of labor movement, the leadership of AFL’s Samuel Gompers, and the management development are analyzed to explain them. Methodologically, this study is solely relied on the literature survey. The target period of this research is set from the Independence of the U.S. to the great economic depression of 1929, where there were no direct interruptions to labor-management relations by labor law or public policy. This was the period where the basic nature of labor-management relations reveals itself. The results of this study are as follows. Firstly, immigrants with diverse cultural background caused the lack of class consciousness and the conflict within them. Also, the West expansion, rapid economic growth, and urbanization in the Midwest gave the immigrants many opportunities of better economic life and social mobility, which deprived the class consciousness from them. Secondly, AFL with the leadership of Gompers made business unionism its fundamental ideology, and forced radical socialists to leave AFL, which made it impossible to form labor party. Lastly, capitalist adopted advanced management techniques from the end of the 19th century to cope with the labor union effectively, and to assume some important roles of labor union consequently. The contribution of this study lies in that it derived the origin of business unionism and non-existence of labor party by chronically analyzing the interrelationship of various factors such as ideology, sociopolitical and economic environments, and the responses of labor union and management to them.
