Abstract
The industrial competitiveness of knowledge-based societies is close collaboration among economic players. As many countries experienced change in industrial environment, they had started establishing industrial clusters since the 1990's. The Korean government which paid attention to a sharp increase in Asia-Pacific agrofood industry carried forward a agrofood cluster formation. However, most agrofood clusters play a mere role of food manufacturing businesses without high value added. Thus, the government must actively be involved in the network formation and coordination among cluster agencies. Identifying spontaneously formed local agricultural industry which consists of stable supply of raw materials, regionally specialized human resources and local corporations is the core factor to maximize competitive advantages for regional growth. However, weak connectiveness among cluster agencies represents a limit of Korean cluster's growth. Therefore, this study is to review the significant meaning of Burgundy wine cluster in order to give implications to Korean agrofood cluster formation. This study explores France Burgundy wine cluster which not only refuses radical changes but also keeps premium image based on close cooperation among innovative actors. The paper is based on secondary data analysis. The results are as follows. First, Burgundy wine cluster pursues common social values: minimizing impact of environmental pollution and improving public health for wine consumer. The goal is actualized by attracting investment and redistributing research resources. Second, as wine production process should be monitored to ensure food sanitation, the wine cluster will closely cooperate with digital cluster. Third, the local government provides education benefits so as to deal with aged labor-force. Fourth, natural, social, cultural and historical environment absolutely differentiates the Burgundy wine from standardized quality wines. Lastly, dynamic interaction among economic actors such as research institut, local corporation and local government make the Burgundy wine cluster to achieve UNESCO World Heritage status. Burgundy wine cluster and new world wine cluster have several characteristics in common. First, the government activates the linkage of actors which was spontaneously formed in the historical agriculture area. This emphasizes the importance of close connectiveness of local agriculture and food industry. Furthermore, product uniqueness plays a key role to differentiate from others. Especially, the agrofood should be based on local identity and culural heritage preservation to generate high added value. The paper draws a conclusion by providing implications for Korean agrofood cluster.
