본 연구는 6차까지 축적된 한국노동패널조사 자료를 이용하여, 외환위기 전후 한국 노동시장의 불안정성(Instability) 정도와 그 변화를 측정한다. 직장유지율과 이직률에 대한 실증분석 결과, 2000～2003년 기간 동안 노동시장의 고용 안정성은 신속히 회복해 가는 모습을 보이지만 외환위기 이전의 고용 안정성 수준에는 이르지 못한 것으로 나타난다. 외환위기의 충격이 고용안정성에 미친 부정적인 효과를 가늠하기 위해, 외환위기 이전인 1995～1997년의 기간과 외환위기 기간인 1997～1999년의 2년 이내 직장이직률을 비교 분석한 결과, 외환위기는 비정규직, 단기 근속자 및 저학력 근로자의 고용 불안정성을 상대적으로 더욱 심화시킨 것으로 나타났다. 반면 1999년 이후 고용안정성의 회복양상을 살펴보면 정규직일수록, 장기근속자일수록 고용안정성을 신속히 회복하고 있는 것으로 나타나서 이들 핵심 근로자와 주변부 근로자간에 고용안정성의 계층별 격차가 확대된 것으로 나타났다. 직종별로 살펴보면 생산직의 경우 단기근속자와 장기근속자간의 고용 불안정성의 격차가 확대되었으며 외환위기 이전 고학력자가 누려왔던 고용안정성은 외환위기 이후 점차 감소해 가는 것으로 나타났다. 이러한 결과는 외환위기 이후 우리나라 노동시장에서 임금 및 근로조건의 양극화 외에도 고용안정성의 양극화 현상이 진행되고 있을 가능성을 시사한다.
Abstract
This paper measures the dynamic changes in job stability in the Korean labor market during the period between the 1997 financial crisis and the recovery. It draws on the 6th KLIPS data and applies the same methodology used in previous research on job stability. Our empirical research shows that the sharp decline in job stability experienced by the Korean workers during the financial crisis never bounced back to the previous level, even in 2003. The recovery process was much slower for irregular, short-tenured, or less educated workers than the other comparison groups, resulting in widening the job stability gap between the core workers and the peripheral workers. Based upon the empirical results, it is conjectured that the financial crisis in Korea not only aggravated the wage polarization but also the polarization of job stability.
