초록

본 연구는 공공자본의 경제적 효과에 관한 실증 연구결과의 동향을 문헌 연구를 통해 일목 요연하게 종합․정리․분석하고 그 타당성 여부를 평가하여 향후 실증 연구 방향의 길잡이로 제시하는데 주된 목적이 있다. 1970년대 이후 최근까지 ‘공공자본가설’에 관한 많은 연구들이 쏟아져 나왔는데, 그 중 초기의 연구결과들은 매우 긍정적이었지만 실증분석에 수반되는 제반 계량경제학적 문제들과 보다 세분화된 자료(지역별, 산업별, 공공자본의 유형별 등)을 고려하여 개선된 나중의 연구들에서는 검증결과가 이전의 연구에 비해 상대적으로 그렇게 긍정적 내지 호의적이지만은 않았다. 이렇게 ‘공공자본가설’은 여전히 다소 논쟁의 소지를 안고 있다고 할 수 있다. 향후 공공자본의 경제적 효과에 관한 실증 연구는 본 논문에서 집약․제시된 다양한 과제들을 개선하는 한편 생산함수기법․비용함수기법․성장회계기법 등에 집중된 기존의 모형으로부터 일반균형모형이나 연립방정식모형 또는 동태적 모형 (중복세대모형과 장기성장모형 등)으로 발전되어야 할 것이다.

Abstract

Recently, a number of researchers have found some empirical support for the so-called “public capital hypothesis", although this remains somewhat controversial: the early results were very encouraging. However, later work was not quite as favorable. A comprehensive literature survey of empirical work on the “public capital hypothesis" is presented in this paper. As regards to empirical studies on Korea, there are several problems that could bias the results. Therefore, more diverse econometric models using higher quality data should be examined. And more detailed studies using disaggregated data series and different types of public capital are recommended. A promising direction of subsequent research in this area is (1) development of general equilibrium models and dynamic models (including overlapping generations model and long-run growth model) and (2) improvement of existing studies controlling for the pinpointed various issues.
