본 연구는 1991년부터 2008년까지 한국의 공적개발원조가 수원국에 대한 수출에 어떠한 영향을 미쳤는지를 분석하는데 초점을 맞추고 있다. 기존 연구에 의하면 ODA와 관련된 연구에 있어서 가장 큰 관심사항은 ODA가 가진 내생성의 문제를 어떻게 해결할 것인가 하는 것이다. 이에 본 연구에서는 ODA가 가지는 내생성의 문제를 해결하기 위하여 수원국에 대한 ‘대통령 방문여부’를 도구변수로 이용한 IV 방법을 사용함으로써 분석의 정확성을 높임과 동시에 기존 연구들과 차별성을 두었다. 실제로 Lee et al.(2012)의 연구에 의하면 한국 ODA의 결정요인에서 가장 중요한 것은 대통령의 방문여부임을 실증적으로 밝히고 있다. 따라서 본 논문에서는 이를 활용하여 경제적 요인에 크게 영향을 받는 수출량의 결정 방정식에서 정치적, 외교적 변수인 대통령의 방문여부 변수를 사용함으로써 내생성 문제를 해결하고자 하였다. 본 논문의 실증분석 결과에 따르면 한국의 ODA는 수원국으로의 수출에 상당한 영향을 미치고 있는 것으로 나타났다. 특히 단순한 ODA의 제공 여부뿐만 아니라 ODA의 규모가 수출에 서로 다른 영향을 미치는지를 파악하기 위하여 ODA 규모면에서 큰 차이를 보였던 1990년대와 2000년대로 기간을 서로 나누어 분석하였다. 그 결과 ODA 규모가 1990년대에 비해 상대적으로 컸던 2000년대에 ODA의 수출 진작 효과가 더욱 크게 나타나는 결과를 보여 주었다. 또한 산업별 분석에 있어서는 자본 및 기술 집약적 산업의 수출량보다 섬유, 제지와 같은 전통적인 노동집약적 산업의 수출을 더욱 크게 진작시킨다는 결론을 얻었다.
Abstract
This paper analyzes the effects of ODA on exports to the recipients from 1991 to 2008. Many studies related with ODA tried to solve the endogenous problem caused by ODA as endogenous variable. In this paper, we introduce ‘A visit of the President' as an instrument variable in oder to solve the endogenous problem. Lee et al.(2012) provides the empirical result that ’a visit of the President' is an important factor in Korea ODA allocations. This variable is political and diplomatic, whereas the determinants of exports are the economic factors in the gravity equation. So, putting ‘a visit of the President' into the gravity equation, we can solve the endogenous problem by IV estimation, and differentiate this paper from other studies. As a result of analysis, we find that the effects of ODA on exports are significantly positive. In detail, we find that the effects of ODA in the 2000s are lager than those in the 1990s since the volume of ODA has been rapidly increasing from the 2000s. And as a result of individual industry analysis, we also find that the effects in the labor-intensive industries such as textile, paper are lager than those in the capital-intensive industries.
