본 연구는 HDB로 알려진 싱가포르의 공공주택에 대한 정책의 변화에 대하여 살펴보고, 민간주택시장과 공공주택시장의 유사한 가격 트렌드가 최근의 시장에서도 유효한지 분석하는 것을 목표로 하였다. 싱가포르 주택 시장에 관한 기존 논문들은 공공주택시장과 민간주택시장이 서로 유효한 상관관계를 갖고 있으며, 가격의 변화가 유사한 변화를 보인다고 주장해왔다. 하지만 최근 싱가포르 주택 시장은 이전에 보이지 않던 시장 변화가 감지되었으며, 이는 민간주택의 수요에 영향을 주어 가격 변동요인이 발생하였다. 공공주택 소유자들이 자본소득을 추구할 수 있도록 도와주어 주거 사다리의 낮은 계층에서 상위 계층으로 이동할 수 있도록 하는 정부의 노력이 중요하지만, 외부의 요인으로 인하여 두 시장 사이의 가격 차이가 더 크게 벌어지게 되는 경우, 견고한 주거 사다리를 제공하는 것은 어려워진다. 본 논문은 대규모의 민간주택 집단매각이 발생할 경우, 민간 주택 시장의 수급의 균형이 깨지게 되어 수요의 증가를 일으키고, 이로 인하여 공공ㆍ민간 주택 시장의 가격 차이가 심화될 수 있다는 점을 발견하였다.
Abstract
This paper aims to introduce the Singapore’s residential policy related with public house, which is known as HDB flats, and investigate if the similar trend in price between public and private residential market still holds in recent years with unprecedented market conditions that have affected the demand for houses in the context of Singapore. While it is important to setup solid housing ladder that enables residents to move from lower tiers to higher level of the ladder through realizing capital gains from owning public houses, it becomes harder to secure the housing ladder when the price gap between public and private market widens for any reasons. This paper finds that both public and private house market show a widened price gap after experiencing sudden change in demand for private houses due to unprecedentedly high level of collective sales that deters the balance of supply and demand in the private housing market.
