최근 우리나라를 포함한 세계무역의 증가가 둔화되고 있는 원인이 경기적 요인인지 아니면 구조적 요인인지에 대한 논의가 활발히 이루어지고 있다. 만약 경기적 요인보다 구조적 요인이 크게 작용하고 있다면 세계경제가 회복되어도 무역증가세는 종전과 다를 것이며 대외무역에 의존하는 우리 경제의 정책운영에도 상당한 제약요인으로 작용할 가능성이 있다. 따라서 세계 무역의 둔화 요인을 아주 상세하게 분석해 보는 것은 의미 있는 시도가 될 것이다. 이에 본 논문에서는 2016년에 발표된 World Input-Output Database(WIOD2016)를 이용하여 수출부가가치(value added exports, VAX)를 추산하고, 그 변화를 부가가치 계수의 변화(Δv), 투입구조의 변화(ΔL), 최종수요의 변화(Δf)로 분해하여 최근 무역 증가세의 둔화원인이 과연 어디에 있는지를 파악하였다. 분석결과에 의하면 글로벌 무역 증가세의 둔화 요인으로 경기적 요인이 주로 작용하는 것과는 달리 한국의 경우 2013년 이후에 접어들어 구조적 요인의 기여정도가 경기적 요인보다 더 크게 작용하고 있음을 발견하였다. 특히 중국의 요인이 아주 중요하게 작용하고 있음을 알 수 있었다. 이러한 분석결과는 우리나라와 중국과의 특수한 투자관계에 기인하고 있을 개연성이 매우 큰 것으로 파악된다. 따라서 이에 대한 정책적 대응은 기존의 정책 대응 방향과는 매우 다르게 접근할 필요가 있다. 즉, 대중수출의 둔화 원인을 한국 기업의 투자패턴과 연결하여 국제분업 구조의 관점에서 접근할 필요가 있다. 국제분업구조의 글로벌 생산기지의 재배치의 큰 틀에서 전략적 시장과 전략적 산업 등을 종합적으로 고려하여 새로운 한국 기업의 생산기지 전략을 세울 필요가 있다.
Abstract
Recently, It is actively discussed about what caused world trade to be slowdown and generally mentioned cyclical factor and structural factor as possible causes behind this phenomenon. If structural factor has greater influences on trade slowdown than all other factors, even if and when the economy recovers, trade growth will change differently than it used to. Also, such fact may be acting as constraints and limitations of Korean economy in managing economic policy. Thus, it will be meaningful attempts to perform a detailed factor analysis of world trade slowdown. Therefore, in this study, we calculated value added exports (VAX) using World Input-Output Database (WIOD2016) released in 2016 , and decomposed its variation into three factors of change in value added coefficients (Δv), Change in input structure (ΔL) and Change in final demand (Δf). Thereby, we tried to uncover the root cause of recent world trade slowdown. The analytical results show that the major factor of global trade downfall stem from cyclical factor at the world level, while ,as it entered 2013, structural factor has greatly been affected the slowdown of export in the case of Korea. Especially, we discovered that China related factor has been acting as primary factor. This results suggest that both countries are mutually involved in relationship specific investment. Therefore, we need to consider different approaches in establishing policy than in the past. In other words, while considering the pattern of firm’s investment, it is required to approaches the causes of slowdown in export to China from an international division perspective. Taking strategic sector and market condition into account, policymakers have to establish and execute the newly firm’s manufacturing base strategy within the framework of relocation of global production base.
