본 연구는 안산시의 다문화 마을 특구를 중심으로 설문조사 및 AHP 조사 등을 통한 시민과 관련 전문가들의 의견 수렴을 통해 관련 정책 수요를 조사하고, 정책 제언을 도출하는 것을 목적으로 한다. 연구 방법은 안산시 지역 주민의 다문화 정책 관련 수요 조사와 다문화 정책 전문가를 대상으로 한 AHP 설문 조사를 적용하였다. 우선, 안산시 지역 주민의 다문화 정책 관련 수요 조사는 안산 시민 300명을 대상으로 설문 조사를 실시하였으며, 다음으로 다문화 정책 전문가 20명을 대상으로 ⅰ) 상호문화 특례 지정 우선순위, ⅱ) 상호문화 도시 발전 대안 간의 우선순위, ⅲ) 안산시가 다문화 마을 특구로서 성장하는 데 필요한 사항 간의 우선순위를 정하는 AHP 설문 조사를 시행하였다. 설문 조사를 분석한 결과, 안산시 지역 주민의 다문화 정책 관련 수요 조사에서는 현재 안산 시민에 대한 부정적 인식이 실제 외국인 주민을 통해 피해를 보기보다는 선입견에 따른 영향으로 분석되었다. 둘째, 안산 시민은 외국인 지원 정책 및 상호 도시 슬로건에 대한 인식을 하지 못하고 있다. 셋째, 안산 시민은 상호문화 도시로의 발전을 위하여 내외국인 대상 상호문화 교육 및 다문화 특구 내 다양한 나라의 축제 개최를 필요로 하고 있는 것으로 분석되었다. 다음으로 AHP 설문의 경우, 전문가들은 외국인 거주민 수의 증가에 따른 행정 수요 변화에 대응하기 위한 ⅰ) 재정적 역량 확보, ⅱ) 이주민 공동체 소모임의 활성화, ⅲ) 거리 환경 개선, ⅳ) 한국어 및 사회 적응 교육과 상담 지원 센터 운영이 상대적으로 중요하다고 분석되었다. 이러한 연구 결과를 바탕으로 안산시 다문화 특구 외국인 주민 정책의 개선 방안을 제시하였다.
Abstract
The purpose of this study is to investigate the demand for related policies by collecting opinions from citizens and related experts through surveys and AHP surveys, focusing on the special multicultural village zones in Ansan-si, and to derive policy suggestions. The research method applied a multicultural policy-related demand survey of local residents in Ansan-si and an AHP survey of multicultural policy experts. First of all, a survey was conducted on 300 Ansan citizens for the demand survey related to multicultural policies of local residents in Ansan-si. Next, an AHP survey was conducted for 20 experts in multicultural policy to prioritize the designation of special cases for mutual culture, priority among alternatives for the development of intercultural cities, and priority among matters necessary for Ansan-si to grow as a special multicultural village zone. As a result of the survey and analysis, in the case of a demand survey related to multicultural policies of local residents in Ansan-si, the current negative perception of Ansan citizens is analyzed to be due to prejudice rather than damage through actual foreign residents. Second, Ansan citizens are not aware of their involvement in foreign support policies and mutual city slogans. Third, it was analyzed that Ansan citizens felt that it was necessary to provide mutual cultural education for domestic and foreigners and to hold festivals for various countries within the multicultural special zone in order to develop into a mutual cultural city. Next, in the case of the AHP questionnaire, experts analyzed that it is relatively important to secure financial capacity to respond to changes in administrative demand caused by an increase in the number of foreign residents, activation of small migrant communities, improvement of the street environment, Korean language and social adaptation education, and operation of a counseling support center. Based on these research results, measures to improve the policies of foreign residents in the multicultural special zone of Ansan-si were suggested.
