중소기업 기술혁신정책의 정책가치에 관한 탐색적 연구 - 정책가치의 유형 및 우선순위를 중심으로 -

초록

중소기업은 우리나라 경제 발전에 지대한 위상을 차지하며, 정부는 중소기업의 기술혁신과 성장을 촉진하기 위하여 다양한 기술혁신정책을 강구하고 있다. 정부의 기술혁신지원 규모가 증가함에 따라 정책 전반의 효율성 및 효과성을 증진해야 한다는 당위적 논의가 꾸준히 제기되고 있는데, 이러한 정책담론의 근간을 형성하고 있는 정책가치 차원의 논의는 부족한 상황이다. 이에, 본 연구에서는 10인의 학계 전문가를 대상으로 FGI를 시도하여 중소기업 기술혁신정책을 추동하는 정책가치의 유형과 우선순위를 식별하였다. 분석결과, 중소기업 기술혁신정책에서 경제성, 효율성, 자율성 등으로 대변되는 경제적 가치와 공공성, 보편성, 책무성 등으로 대변되는 공적 가치가 양립하는 가운데, 그 양자 사이의 지속가능성을 강조하는 선순환성의 가치가 조화를 이루는 것으로 나타났다. 이러한 결과에 비춰볼 때, 향후 중소기업 기술혁신정책은 경제적 가치와 공적 가치의 선순환적 조화를 추구해야 하며, 폭넓은 이해관계자의 논의를 거쳐 다양한 가치 중에서 바람직한 가치지향의 방향성이 무엇인지 모색할 필요가 있다.

Abstract

Small and medium-sized enterprises (SMEs) play a significant role in the economic development of Korea, and the government has been actively pursuing various technology innovation support policies to promote the technological innovation and growth of SMEs. As the scale of government support for technology innovation increases, there is a growing need for critical discussions on enhancing efficiency and effectiveness. Among the main criticisms, conflicting arguments based on subjective values of speakers are common, but there has been a lack of discussion regarding the dimensions of policy values that form the foundation of policy discourse. Therefore, this study attempted a Focus Group Interview (FGI) with 10 academic experts to identify the types and priorities of key policy values driving technology innovation support policies for SMEs and to explore the significant confrontations of policy values. The analysis results revealed that within SMEs technology innovation support policies, economic values represented by economic effects, efficiency, and autonomy coexisted with public values represented by publicness, universality, and responsibility, and a circularity emphasizing sustainability between these two aspects was observed. Future SMEs technology innovation support policies should strive for a harmonious cycle of economic and public values and require extensive discussions among stakeholders to explore the desirable direction of value orientation among various values.
