Abstract
The feature of the jurisdiction system exercised by Ming Dynasty, when it occupied Liaodong(選集), includes the following: The first feature is the partic비arity of Wei-suo(衛所) system. Regarding the organization, Liaodong’s each Wei(~웹 was not a strict W ei-suo system, in that the area had sπong military color. In addition, there was a practical reason to accord the system to the special needs of Liao‘long area, such as dealing with much civil administration and the presence of different peoples. Both Nuergrandusi(쨌兒千者~듬]) and Daningdusi(大 짧都려) were also established in the area where many different races resided, and didn’l last long, so the same W ei-suo system couldn’t be enforced as inner areas. In the early Ming Dynasty, Liaodong area was divided into three areas, Liaodongdusi, Daningdusi and Nuergandusi, on the basis of which many researchers think Liaodong during Ming Dynasty was governed by the three Dusi (都려). The res비t of my analysis, however, shows that after Daningdusi bad been translocated to the inner area, Baoding(保定), the former became Uriyangkha(π 良哈) area which had been governed by Mongolia. Nuergandusi had also lost its functions and became declined before and after Hong-zhi(弘治) period. Afterward, it was merged into Liaodongdusi and Ming Dynasty couldn’t no long expand into Liaodong area. Therefore, Ming had gradua”y lost its influence over Jurchen Wei-suo(女함衛所). These facts show Liaodong during Mi때 Dynasty was not governed by the three Dusi(都司). As a result, the areas except 25 Wei of Liaodongdusi was not subject to Ming Dynasty, and this seems to be one of the important features of Ming’s p이icy on Liaodong. As the last feature of Ming’s governing Liadong, I indicate the dependence on Shandong(山東). In the early Ming, almost all Liaodong areas were held by Mong이ia. That’s why Liaodong was supplied with many human and material resources by Sbandong, and was able to maintain Liaodongdusi system and to defend the area against Mongolia and Jurchen. In addition, Liaodong had too much loads of works, and there had been consistent intimidation from Mongolia at the frontier. That is the reason why Liaodoog inevitably depended on Shandong. Liaodong’s isolation and dependence lasted long during Ming Dynasty, and was one of the important reasons why Liaodoogdusi couldn’l expand in Ming Dynasty. With these characteristics of governing Liaodong, there were many contradictions of Liaodongdusi in the late Ming Dynasty, including the reduction of food products, the separation of army, the officials' deprivation of land, and too heavy public labor. Liaodong was an important base in the Far East during Ming Dynasty, and the Liaodongdusi was the central organization to administrate Liaodong and to depend the north frontier. However, as seen above, its process of governing had a few characteristics not to develop and expand the jurisdiction system of Liaodong during Ming Dynasty. The jurisdiction was expanded to the largest area during Yong-le(永樂) period, but it was only a temporary phenomenon, and the jurisdiction was no longer expanded again.
