Abstract

This study analyzes the operation and institutional significance of the Eosa (royal inspector) system in late Joseon, with a focus on the 1794 dispatch of inspectors to the Gyeonggi region under King Jeongjo. It also examines how Dasan Jeong Yak-yong’s participation in this mission as an inspector contributed to the formation of his theories on local administrative reform. In an effort to further consolidate the centralized bureaucratic system that had been established during King Yeongjo’s reign, King Jeongjo actively employed the Eosa system. The 1794 Gyeonggi inspectorate, in particular, applied newly codified inspection standards and procedures outlined in the Jedoeosa Jaegeosamok and Paldoeosa Jaegeosamok. Unlike previous practices, multiple inspectors were dispatched intensively to a single region, allowing for close examination of local administration and the implementation of swift corrective measures. Through this case, the Eosa system functioned not merely as a traditional means of disciplining local officials, but as a governing instrument that actively transmitted royal policy into provincial administrative practices. As a royal inspector, Jeong Yak-yong was tasked with inspecting the counties of Jeokseong, Majeon, Yeoncheon, and Saknyeong. His observations of structural problems—including corruption among local magistrates and clerks and disorder in taxation and military administration—became a foundational experience that later informed his reformist vision of local administration. The 1794 inspectorate mission thus represented a complex intersection of King Jeongjo’s political philosophy, efforts to institutionalize the Eosa system, awareness of structural deficiencies in provincial governance, and the practical thought of Jeong Yak-yong. It not only served as a testing ground for the king’s direct rule via institutional innovation but also as a formative moment in Jeong Yak-yong’s perception of administrative reality.
