한국 정당들의 공천 개혁사는 결코 짧지 않다. 그러나 지난한 공천개혁에도 불구하고 정당의 공천이 제대로 작동하고 있다고 보기는 어렵다. 따라서 이제는 정당의 공천을 보다 근본적이고 실효적으로 개선할 단계에 이르렀다고 판단된다. 본 연구는 이러한 문제의식 하에 블록체인 기반의 전자투표를 통한 정당 경선 법제화 방안에 대해 논의한다. 여론조사 형태로만 참여를 제한하지 말고 정당의 경선에 참여하고자 하는 모든 유권자들에게 문호를 개방하며, 투표 방식 또한 블록체인 기반의 전자투표를 통해 누구나 손쉽게 참여할 수 있도록 하자는 것이 주요 내용이다. 한편, 당원투표와 일반국민 투표의 반영 비율은 정당이 자율적으로 결정할 수 있도록 하였다. 즉, ‘정당의 자율성’과 ‘법적 강제’ 사이의 균형을 추구하면서 디지털 정당으로의 진화라는 새로운 방향 전환을 포괄할 수 있는 제도 설계를 제안한 것이다. 이와 같은 공천제도 개혁이 이뤄진다면 의회주의의 정상적인 작동과 정치양극화 극복을 위한 새로운 전환점이 될 것으로 기대된다.
Abstract
The history of nomination reform in Korean political parties is by no means short. However, despite the incessant nomination reform, it is difficult to say that the nomination of political parties is functioning properly. Therefore, it is judged that it is now at a stage where the nomination of political parties can be improved more fundamentally and effectively. Under this awareness of the problem, this study discusses a plan to legislate a party primary through electronic voting based on blockchain. The main content is to open the door to all voters who wish to participate in the party primary rather than restricting participation only in the form of opinion polls, and to make it easy for anyone to participate in the voting method through electronic voting based on blockchain. Meanwhile, the reflection ratio of party member votes and general public votes is left to the parties to decide autonomously. In other words, it proposes a system design that can encompass a new direction of evolution into a digital party while pursuing a balance between ‘party autonomy’ and ‘legal enforcement.’ If such a reform of the nomination system is achieved, it is expected to be a new turning point for the normal operation of parliamentarism and overcoming political polarization.
