Abstract
The 2017 citizen participatory budgeting project in Gyeonggi Province was South Korea’s first case of applying blockchain technology to the evaluation process. It aimed to address the limitations of traditional online and offline voting, improving transparency and efficiency to strengthen citizen trust and participation. This case demonstrates the potential for blockchain and other digital technologies to facilitate citizen engagement and strengthen democratic legitimacy in political processes. This study analyzes this domestic example to examine how blockchain-based participation can support digital democracy and foster democratic innovation. In particular, it applies an analytical framework of democratic innovation to examine the institutional attributes and the extent to which citizen participation both increases and deepens. Focusing on the 2017 Gyeonggi Province case, this paper empirically investigates the effects and limitations of blockchain-based citizen participation. This analysis confirms that blockchain technology functioned as an institutional experiment beyond simple technical adoption. It facilitated greater participation, procedural transparency, and qualitative deepening through citizen education. It also shows that combining legal frameworks, civic education, and strategies to improve information access was essential for institutionalizing citizen participation. In other words, technology does not ensure democratic innovation. Its impact depends on institutional design and implementation.
