Abstract

This article deals with the historical background of the lukewarm attitudes of the British towards the European integration. The British have regarded themselves superior to the Continental Europeans not least because they succeeded in maintaining monarchy and parliamentary democracy. Many Britons feel the European integration threatens these historical assets. Their pride in parliamentary democracy makes them abhor dictatorship and think that there is a huge gap between the Continentals who supported or occupied by Nazi Germany or FascistItaly and them selves. This article, however, attempts to reveal subtle but close relationship between democracy and dictatorship by evoking the Mass-Dictatorship thesis: the reason why Britain could avoid the advent of dictatorial regimes is that they possessed the vast Empire rather than that they were morally superior. In particular, the prefect system, originally designed for the training of young elites at the public schools and later extended to the working class children is worth looking at, as this system reveals the extent to which Britain was similar to Nazi Germany or Fascist Italy in that all of them utilized gender discourse to discriminate against others. It is ironical that the British wholed the modernization of the world two and a half centuries ago seem nowadays to be lagging far behind in the competition for the post-modern,trans-national era.
