신자유주의에서 도시 커먼즈의 흡수 : 창조도시 전략과 예술 행동을 중심으로

본 연구는 예술 스쾃과 창조도시 전략을 중심으로 신자유주의하에서 커먼즈(commons)가 처한 흡수의 위험을 다룬다. 창조도시 전략은 오늘날 사회 문제 해결을 위해 동원되는 공동체의 활동을 보다 ‘생산적으로’ 활용하려 한다. 다시 말해사회적으로 생산되는 창조성을 경제 발전의 토대로 삼고자 하는 창조도시 전략은창조성이라는 비물질적 특질이 오늘날 경제에서 점점 더 중요한 자리를 차지한다고 전제하면서, 그것을 어떻게 사회적으로 배양할 것인가에 관심을 둔다. 이러한창조도시 담론은 사회 전체가 생산의 계기가 되었다고 이해하는 사회적 공장 및삶정치적 생산 개념과 유사한 지점을 공유한다. 그러나 창조도시 담론은 자율주의적 마르크스주의 계열의 논자들이 비판적으로 접근하는 실질적 포섭의 상황(사회적 공장)을 오히려 긍정하면서 ‘생산적으로’ 활용하려 한다는 점에서 두 관점은 결정적인 차이를 보인다. 이러한 점에서 우리는 창조도시를, 삶 활동을 노동으로 통합하는 삶정치적 기계, 즉 ‘생산적인’ 안전장치로 이해할 수 있다. 이러한 과정 속에서 예술가들의 커먼즈는 자율적 삶의 기반에서 도시 경쟁력 향상의 도구로 흡수되고 있다. 이러한 지점은 오늘날 커먼즈가 복합적인 상황에 처해 있음을 말해 준다. 신자유주의의 위협과 더불어 대안으로 부활한 커먼즈에 주목한 것은 운동하는 주체들만이 아니었다. 축적 전략으로서 신자유주의 프로그램의 한계가 뚜렷해지면서 커먼즈는 그에 대한 하나의 대안으로 고려되기 시작했다. 이때 커먼즈는 (자본이 아니라) 신자유주의에 대한 대안으로서 자본이 선택한 출구였다. 사회적 재생산이위기를 맞은 오늘날 공동체가 사회 문제를 해결하는 주체로 호명되는 일은 그 대표적인 사례라고 할 수 있다. 이처럼 커먼즈는 국가와 시장의 대안으로서 굳건한담론이 아니라, 자본주의 아래 있는 다른 많은 언어들처럼 오염되고 있다. 지금은현재 진행 중인 그 과정으로부터 커먼즈를 되찾을 시간이다. 이때 커먼즈에 대한계급적 관점은 흡수의 위험에서 벗어나 재전유를 향한 길을 여는 도구가 될 수 있다.
Abstract
This study deals with the risk of absorption of commons under neoliberalism, centered on art squat and creative city strategy. Creative city strategy seeks to utilize the activities of communities mobilized for solving social problems more productively. In other words, the strategy that aims to make socially produced creativity as the basis of economic development is concerned with how to cultivate it socially, assuming that the immaterial qualities of creativity occupy an increasingly important place in contemporary economy. This discourse of creative city shares a point similar to the social factory and the biopolitical production concept that understand that society as a whole becomes the moment of production. However, the creative city discourse makes a crucial difference from the autonomist Marxism writers in that it tries to utilize real subsumption(social factory) positively and ‘productively’. In this regard, we can understand the creative city as a biopolitical machine that integrates life activities into labor, or ‘productive’ security dispositif. In the process, artists’ commons are being transformed from the basis of autonomous life into an instrument for improving urban competitiveness. These points indicate that commons are in a complex situation today. Commons emerged as an alternative in the threat of neoliberalism, but anti-capitalist subjects were not the only ones to pay attention to it. As the neoliberal program as a accumulation strategy reveals its limit, the commons began to be considered as an alternative to it. At this time, the commons was the exit chosen by capital as an alternative to neoliberalism (as opposed to capital). As a similar case, community is called as the subject to solve social problems. Thus the commons are not a sound discourse as an alternative to the state and market, but are being polluted as with many other languages under capitalism. Now, it is time to reclaim the commons from the ongoing process. At this time, the class analysis of the commons can be a tool to open the way for reappropriation away from the risk of absorption.
