초록

This paper tries to understand the developing process of ‘East Asia Cultural Community’ consisted of the ASEAN+3 countries (APT) and to design a strategic plan in the era of Korea's ‘New Asia Perspective’. It is worthy of notice that Korea in the early twenty first century has an favorable environment to link Northeast Asia with Southeast Asia not only in the field of politics, diplomatics, economics but also in the sphere of socio-culture as a result of recently economic recovery and globalization efforts. Also it is a good opportunity for Korea that the Southeast Asia countries still has been struggling to grasp the Southeast Asian identity in spite of diverse and solid endeavors more than for three decades while the People's Republic of China (PRC) and Japan has concentrated on increasing economic influences and consolidating their hegemony of superpowers. However, the above situation does not simply mean that Korea has desirably sharpened the competitiveness of socio- cultural cooperations in the East Asian region. On the contrary Korea has been faced with the falling tide of the ‘Korean Wave’ and the antagonistic feeling of the Southeast Asian developing countries with regard that Korea had been blessed with the favorable of trade but had never been responsible for the ODA and the obligation of an advanced country. On the other hand, she has been inferior to PRC and Japan in capitalization and technology for the greater part of regional cooperations. The paper suggests that Korea would be better to regain the initiating role in the making of agendas for the development of ‘East Asia Cultural Community’. Korea is also supposed to cultivate a new ‘Blue Ocean’ for the socio-cultural solidarity of Asian peoples while PRC and Japan are willing to pay little attention to their own socio-cultural drives.
