Abstract
This study examines the South Korean government’s Plan for the Establishment of Hospitals in Industrial Complexes and Medically Underserved Areas, implemented between 1978 and 1981. Aimed at encouraging the establishment of large private general hospitals in 25 regions across the country, the plan was the result of multiple intersecting factors: efforts by the Korean government to expand regional healthcare services and establish the material infrastructure for the national health insurance system, the involvement of Japanese and German medical loans, the expansion of large private hospitals from the Seoul metropolitan area into the provinces, and regional development initiatives undertaken by local governments. By analyzing the implementation process of this plan, the study reveals one pathway through which the private sector came to play an increasingly central role in the regional healthcare system and examines the characteristics of the large provincial private general hospitals that emerged as a result.
