법무부 사회통합프로그램 운영평가: 실무자 심층면접을 중심으로

Abstract

The aim of this study is to estimate problems in managing social integration programs for foreign residents operated by the Ministry of Justice and suggest policy strategies to improve the problems, based on a service provider’s standpoint. To achieve the aim, this study conducted an in-depth interview with five staffs who deliver both social integration programs and other social integration programs (i.e. multi-cultural family support services operated by the Ministry of Gender Equality and Family and non-profit organizations’ programs), on the front-line, in the area of Gyeonggi-do. Especially, as conducting the interview, this study explored relative advantages and disadvantages, performance, and the rate of participation, in managing social integration programs and other social integration programs. Additionally, this study explored the perspectives of staffs on the front-line, in terms of benefit principle and voucher system. Finally, this study explored a way in which the management of social integration programs will be improved. Based on the results of the interview, this study suggested policy strategies to enhance the management of social integration programs, including the development of social integration programs under consideration of different characteristics among foreign residents, the improvement of Soci-net system to increase foreign residents’ participation in the program, the execution of reeducation and incentive system to improve the quality and management of the programs, the expansion of budget level in managing the program, and consideration for flexible budget execution.
