최근 한국에서는 '경제의 양극화' 및 '빈곤의 구조화' 문제의 처방 중 하나로 대안적 소액금융(microfinance)에 대한 관심이 커지고 있다. 실제로 한국의 소액금융은 신나는조합과 사회연대은행 등을 중심으로 주목할 만한 성과를 거두고 있다. 소액금융이 앞으로 한국사회에서 의미있는 역할을 지속적으로 담당하기 위해서는 좁은 의미의 금융서비스 제공에 초점을 맞춘 개발도상국형 모델보다는 인적·사회적 자본 제공에서의 비교우위를 추구하면서 빈곤층의 창업지원에 특화하는 새로운 한국형 모델을 정립하는 것이 바람직하다. 특히, 각종 참여자들의 유인에 부합되는 다양한 형태의 지원이 제공될 필요가 있다.
Abstract
In Korea the microfinance has come into the spotlight as a solution to the problem of 'economic polarization' and 'structured poverty'. Actually Korean microfinance institution such as the 'Joyful Union' and the 'Social Solidarity Bank' get excellent results. The Korean microfiance programs should shift the emphsis away from credit and toward training and consulting services for the purpose of its continuing success. Especially we recommend the incentive compatible supports for microfinance programs.
