Abstract

Currently, the National Tomorrow Learning Card is issued in a common format to both the unemployed and employed, but theparticipation to online training is restrictively allowed to unemployed trainees. This situation is undesirable, considering the originalpurpose of the National Tomorrow Learning Card: ensuring maximum training accessibility for all citizens. However, easingrestrictions on online training participation for unemployed trainees could exacerbate operational difficulties for local collectivetraining institutions already struggling to recruit trainees. If local collective training institutions were to cease operations as a re-sult, this could also lead to a decline in the training opportunity across the region. Therefore, it is necessary to examine the actualimpact of easing restrictions on online training for the unemployed on their training participation pattern. Accordingly, this paperuses parametric and non-parametric methods to estimate the likelihood of the unemployed switching from face-to-face training toonline training, based on the behavior of employed trainees from 2022 to 2024. The results show that the proportion of unemployedparticipants in face-to-face training who switch to remote training is limited to less than 4% of all participants, with somewhat higherrates in some occupations and regions. Therefore, the overall impact of easing regulations on online training for the unemployeddoes not appear to be a major concern. In this regard, while monitoring and supplementing measures are implemented for certainoccupations, it is necessary to pursue expanded participation in online training for unemployed trainees as well, fulfilling the purposeof the National Tomorrow Learning Card.
