초록

This study examines the spatial consistency between solar photovoltaic (PV) deployment and energy consumption in South Korea's Jeolla region, a key area concentrating nearly 39% of the nation's PV capacity. By integrating regional energy statistics with multiple datasets—including administrative permits, spatial cadastral records, and land cover maps—the research identifies significant discrepancies in reported installation numbers, which vary depending on data sources. The results reveal that while Jeolla has rapidly expanded PV facilities, actual installed sites are often fewer than administrative approvals suggest, and many are located in low-demand rural areas rather than high-consumption urban and industrial zones. Furthermore, an energy balance analysis shows that counties such as Shinan and Haenam generate electricity far exceeding local demand, yet renewable energy accounts for less than 10% of their final consumption, highlighting a structural mismatch between production and use. These findings underscore the limitations of supply-driven renewable expansion and the associated risks of grid congestion and curtailment. The study concludes by recommending a differentiated use of datasets for policy purposes—administrative statistics for long-term grid planning, cadastral data for land-use regulation, and land-cover analysis for ecological management—alongside the development of distributed energy systems, improved transmission infrastructure, and community-based energy-sharing models tailored to regional characteristics.
