經濟特別區域의 槪念에 관한 硏究: 濟州國際自由都市를 中心으로

Abstract

Korea has established several types of Special Economic Zones such as Duty-free Zone, Free Trade Zone, Foreign Free Investment Zone, Exclusive Foreign Industrial Complex and Free International City. Recently, Korean Government published the programme of establishing a new type of Special Economic Zone and makes progress for law-making. But, there are insufficient researching papers concerning Special Economic Zones whose names and concepts, geographic boundaries, relevant laws and regulations, and preferential treatment measures pertaining thereto.So, this study aims to establish concepts of several types of Special Economic Zones and compare Special Economic Zone as a new economic system with Free International City. The efforts to make clear the concepts of Special Economic Zone and Free International City have been tried academically, but the results fall short of our expectation.Generally speaking, Special Economic Zone means the area which enjoy greater flexibility in introducing foreign capital and technology, and operating economic cooperation overseas, foreign investors are entitled to receive certain preferential treatment. Especially Jeju Free International City means a space that deregulates economic activities and grant several preferential treatment in order to introduce foreign capital and goods, allow free access of foreigners to Jeju and enhance the competitiveness and the quality of life of Jeju.In conclusion, we should try to improve the law and system for expediting and promoting the programme of Jeju Free International City including JFIC operating mechanism and device for introducing foreign investment.
