Abstract
Waymo, the leading ‘autonomous driving technology company’, announced three important partnership agreements later this year. The first is the announcement of a partnership agreement with the ‘vehicle manufacturing company’ Hyundai Motor Company, and the second is the announcement of a partnership with ‘App service Provider’ Uber, and the last is the announcement of a partnership with ‘Driving Service Provider’, Moove. The announcement of these three partnerships clearly shows the possibilities for how the autonomous driving technology will be developed and applied on road, how it will be commercially monetized, and how an open Driving Ecosystem will be formed. In this article, we briefly looked at the emergence of Driving Tech companies like Waymo and their Operators, and the formation of an open and competitive Driving Ecosystem consisting of (i) vehicle manufacturers like Hyundai Motor, (ii) autonomous Driving Tech companies like Waymo, (iii) their DSPs(Driving Service Providers) like Moove, and (iv) mobility service App providers like Uber on the DSP’s open platform. And then we examined how to structure new regulatory regime for this emerging Driving Ecosystem. We started our examination by looking at the limitation of the traditional regulatory system for the safe operation of vehicles that mainly consists of 3 traditional regulatory elements, ie (i) vehicles regulation, (ii) roads regulation, and (iii) drivers regulation, and then raised new issues regarding how to tackle the new emerging Driving Ecosystem. First, we investigated the emergence and development of ‘autonomous Driving Technology’ that is to replace human driving capability, and offered several regulatory options to deal with ‘autonomous Driving Technology companies’. Secondly, we looked at the evolution of the ‘Driving Service’ market, which is necessitated from the application of autonomous driving technology into operation on road, and offered some regulatory measures for the Driving Service Providers. Finally we examined the development of ‘Driving Service Infra’ market consisting of real-time network providers for vehicles-only or sensor providers whose importance is particularly triggered by driverless driving technology, and offered some regulatory options for these Driving Infra Providers.
