자율협력주행을 가능하게 하는 차량-사물 간 V2X(Vehicle-to-everything) 통신은 차량 간, 차량과 인프라 간 상호교신을 통하여 도로교통의 효율성과 안전성을 증대시킬 수 있는 기술로서 앞으로 모빌리티 산업을 발전시키는 데에 중요하다. V2X를 둘러싼 국가 간, 정부 부처 간, 기술 및 산업 간 경쟁의 기저에는 표준 경쟁이 있다. V2X 통신을 가능하게 하는 두 개의 표준인 DSRC와 C-V2X 사이에는 기술적으로 충돌이 발생하고 각 표준을 지지하는 이해관계자 간에도 대립이 있다. 본 연구의 목적은 V2X 통신을 둘러싼 경쟁을 표준의 관점에서 분석하고, 주요국과 한국의 경쟁 양상을 살펴보는 것이다. IT 산업에서 출발한 무선 통신 표준이 자동차 산업에서 활용되면서 DSRC 진영이 형성되었고, 이후 이동통신 기반 표준인 C-V2X가 등장하면서 통신 산업의 이해관계와 충돌하여 표준 경쟁이 발생하였다. 국내외 경쟁 양상은 크게 자동차 산업과 통신 산업 간의 대립으로 볼 수 있다. 그러나 이해관계자의 입장 변화와 동종 산업 내에서의 입장 차이로 인해 이종 산업 간 이해관계자 갈등이 복잡하게 전개된다. ICT가 모빌리티 산업과 같은 타 산업과 융합했을 때 발생하는 표준 경쟁에 대한 연구는 아직 이루어지지 않고 있다. 본 연구는 새로운 표준 경쟁 사례의 발굴을 통해 융합 산업의 표준화 연구와 모빌리티 연구에 기여한다.
Abstract
Enabling vehicles to communicate with other vehicles and the infrastructure, V2X(Vehicle-to-everything) communication contributes to the increase in road traffic efficiency and safety. V2X is important for the deployment of connected and autonomous vehicles and the development of the mobility industry. There are competitions between countries, government agencies, and industries surrounding V2X, but at the core of such competition is the battle between standards. DSRC and C-V2X are the V2X standards that face technical conflicts and competitions between stakeholders associated with different industries. This paper is aimed at analyzing the competition on V2X from the perspective of standards and examining the battles in major countries. It is found that as the communication standard originating from the IT industry began to be adopted by the automotive industry, the alliance of supporters for DSRC was formed. When the cellular-based C-V2X standard emerged, advocates of DSRC ran into conflict with stakeholders on the side of the telecommunications industry. This caused the V2X standards battle. Battles can be simplified as battles between the automotive and the telecommunications industry. However, complexities are found due to the changes in the stakeholders’ positions and the discrepancies between those in the same industry. This paper contributes to the body of standardization and mobility research by providing a new case of a standards battle between different industries in the age of convergence and digital transformation.
