신안보 이슈의 안보화 과정 : 기후변화와 팬데믹 이슈의 비교를 중심으로

이 글은 신안보의 대표적 이슈영역인 기후변화와 팬데믹 이슈를 ‘안보화(securitization)’ 과정의 유사성 및 상이성을 중심으로 분석한다. 여러 신안보 이슈 중 환경안보와 보건안보는 구성요소의 결합도가 상대적으로 낮으나, 상호작용의 복잡도는 높은 ‘점진적 무한형’ 이슈로 분류된다는 공통적특징이 있다. 이러한 유사성에도 불구하고 두 이슈의 안보화 과정은 상당한차이를 보인다는 데에 비교분석의 의의가 있다. 기후변화 이슈의 경우 국제적 수준에서의 여러 안보화 노력에도 불구하고 개별국가 차원의 담론 및 의사결정구조에서 비안보적 플랫폼의 우세가 지속되는 반면, 보건안보 이슈의경우 개별 국가차원에서 안보화의 임계점에 도달하고 있는 듯한 동향이 관측되고 있다. 이러한 상이한 안보화 과정의 원인에는 위협원이 훨씬 복잡하게 산재해 있는 환경이슈의 특성과 1차적 방파제 역할을 하는 비안보 정부기구의 대응 결과 차이가 기저해 있다. 이 글은 이러한 분석을 바탕으로 신안보 이슈에 대한 군·정보기관 등 전통 안보기구는 정당성 및 본연의 전문성을 고려하여, ‘2차 방파제’ 역할에 집중해야 한다고 결론짓는다
Abstract
This paper theoretically examines how the emerging issues are ‘securitized,’ mainly focusing on the climate change and pandemic issues. Despite some similarities in the typology provided in existing literature, two issues show distinguished patterns in the paper. For the case of climate change, the analysis illuminated non-security policy platform such as UNFCC dominates the discourse whereas continuous efforts for securitization in the alternative platform such as UN Security Council tends to be marginalized. Some scholars also challenges some empirical validity of securitization efforts of the climate change issues. On the other hands, sovereign countries have tanked drastic security measures such as border controls to fight against the spread COVID-19, even though securitization efforts were not significant in the international level as much as the climate change issues. In the end, the comparative analysis demonstrates that there are significant variance among various issues that conveniently classified under the broad typology of emerging security issues.
