범죄로부터 안전한 지역사회를 만드는 일은 경찰 뿐 만 아니라 지역사회, 정부, 시민들이 함께 대처해야 하는 일이다. 범죄는 시민들의 일생 생활에서 공포와 두려움의 대상이 되기 때문에 이러한 범죄 문제를 해결하지 못한다면 시민들의 삶의 질도 개선되지 못할 것이다. 특히, 국가 안보는 국민의 삶과 직결되기 때문에 정부는 국가중요시설을 지정하여 보호 관리하고 있다. 시설물의 안전에 위해를 미치는 테러의 유형으로는 항공기 테러, 선박 납치 테러, 시설물에 대한 테러를 들 수 있다. 본 연구에서는 급변하는 환경 속에서 국가중요시설의 중요성을 감안하여, 중요시설 중 국제공항을 중심으로 한 방범평가 지표를 개발하여 정책으로 활용될 수 있도록 하는데 연구의 목적을 두고 있다.
Abstract
In the contemporary society, there are dangerous factors increasing which threaten citizen's life and property. The local government need to responsible for citizen's safety. Because of crime is the fear factors therefore local community and the government need to improve and support policies for citizens. If the government can not solve the crime problem, the quality of citizen's life can not improve. The safety from the crime is important as much as existence of need. Therefore, in order to make the safety of community, the government needs to make the best effort. Especially, the national security is important for the life of the citizen. Therefore, the government protect the national critical facility. The type of terrorism is the safety of facility and aircraft terrorism, ship kidnap terror and the national facility terror. The purpose of this study is to develop policy applying evaluation index.
