Abstract

This study aimed to analyze the work environment and coping strategies of career guidance teachers assigned to special schools, based on Lipsky’s street-level bureaucracy model. To achieve this objective, in-depth interviews were conducted with five career guidance teachers currently working at special schools, and the collected data were qualitatively analyzed using the ATLAS.ti 23 software. The results revealed that the work environment experienced by these teachers, as well as their coping strategies, showed patterns similar to the characteristics of street-level bureaucrats as described by Lipsky. Specifically, key features of the work environment included a lack of dedicated career guidance spaces and personnel (i.e., resource shortages), threats and challenges to the authority of teachers, and conflicts in role expectations due to the absence of standardized manuals and guidelines. In response, career guidance teachers adjusted the scope of their responsibilities autonomously. For instance, they employed strategies such as simplifying the criteria used to distinguish between what tasks they can and cannot perform, or standardizing their work by fixing consultation schedules. Additionally, they restructured their roles in response to changing societal expectations. On the other hand, one element of Lipsky’s model—the difficulty of performance evaluation and associated avoidance strategies—was not observed in this study. Instead, two coping strategies not included in Lipsky’s original framework were identified: (1) persistent demands for institutional improvement and (2) solidarity and collaboration among teachers. These findings offer significant implications for establishing effective support systems and desirable operational strategies for career guidance teachers in special schools. The limitations of the study are also discussed.
