여성폭력 피해자 보호시설 개선방안: 피해여성의 시설 이용 경험을 중심으로

본 연구는 여성폭력 피해자 보호시설을 이용한 피해여성의 경험을 바탕으로 보호시설의 개선방안을 제시하고자 하였다. 본 연구를위해 보호시설을 이용한 경험이 있는 가정폭력, 성폭력, 성매매 피해여성 9명을 대상으로 심층면접을 실시하였다. 면접 분석결과, 보호시설은 피해자에게 매우 중요한 지원체계임을 재확인할 수 있었다. 그러나 낯선 사람들과 공동생활의 어려움, 개인 차이와 자율성을존중하지 않는 시설 규칙, 너무 많은 프로그램과 의무적인 참여, 경제활동의 제한 등이 피해자가 보호시설에서 생활하기를 꺼리는가장 큰 문제점으로 파악되었다. 또한, 보호시설을 퇴소하면서 피해자들은 갑자기 자원과 지지체계와 단절되는 경험을 하고 있었으며, 퇴소 후 자립적인 생활을 위한 준비가 부족했다고 느끼고 있었다. 연구결과를 바탕으로, 시설 환경 개선 방안, 비공개 자율적인 시설모델, 퇴소자 지원 확대 방안, 프로그램 운영 방식의 변화 등을 제안하였다.
Abstract
This study aims to suggest ways to improve shelters for women victims of violence based on women’s shelter experiences. For this study, in-depth interviews were conducted with nine women victims of violence against women who had used shelters. The analysis of the interviews confirmed that shelters are a very important support system for victims. However, the difficulty of living with strangers, rules that do not respect individual differences and autonomy, and too many programs and mandatory participation were identified as the main problems that made victims reluctant to live in shelters. In addition, upon leaving the shelter, victims were suddenly cut off from resources and support systems and felt unprepared for independent living after leaving the shelter. Based on the findings, recommendations include improving the housing environment, setting up shelters with autonomous rules, expanding support for those leaving shelters, and changing the way programs operate.
