20세기 들어 정치, 종교, 사회 영역에서 활동하는 극단적 성향의 단체와 개인의 테러 행위는 전 세계에 더욱 만연하였다. 유럽에서는 민족ㆍ이념ㆍ종교ㆍ경제적 갈등이 폭력의 악순환을 낳았으며, 이로 인해 수많은 인명 피해를 가져왔다. 21세기 이후 폭력적인 극단주의에 대한 대응은 EU회원국뿐만 아니라 주변국과 국제기구의 정책 입안자들에게 중요한 우선순위가 되었다는 것은 논란의 여지가 없다. 특히 EU 지역에서는 전 세계 다른 지역에 비해 다양한 갈등 요소가 존재하고 있으며, 외부로부터 또 다른 갈등의 폭발 촉매제가 유입되고 있다. 이에 대응해 EU는 관련 입법 조치와 시스템 정비를 서둘러 왔으며, ECTC와 같은 대테러조직들을 창설, 운용하고 있으며, 미국 등과 국제적 협력을 강화해 나아가고 있다. 이러한 노력을 통해 테러리즘 발생 증가추세가 정체되었으나, 향후 지하디스트 네트워크의 동향, 진화하는 공격 수단 및 방법에 대한 정보 공유와 지하디즘에 동조하는 시민이 발생하는 것을 억제하기 위한 대테러 전략이 수립이 필요해 보인다.
Abstract
In the 20th century, terrorist acts by extremist groups and individuals operating in the political, religious and social sectors became more prevalent around the world. In Europe, ethnic, ideological, religious, and economic conflicts have led to a vicious cycle of violence, which has caused numerous casualties. Since the 21st century, responding to violent extremism has become an important priority for policy-makers in neighboring countries and international organizations as well as EU member states. In particular, in the EU region, there are a variety of conflict factors compared to other parts of the world, and another conflict catalyst is coming in from the outside. After the defeat of IS, the number of fighters decreased, but forces were dispersed around the occupied territory, and the threat of jihadism in the EU continues as some European IS fighters return home. In response, member states have been rushing to take relevant legislative measures and overhaul their systems, and these efforts have stalled the trend of terrorist attacks in recent years, but they need anti-terrorism strategies to curb the sharing of information on the trends, evolving means and methods of aggression and the creation of citizens sympathetic to jihadism.
