다문화사회의 도입기에 당도한 우리사회에서 성인교육은 어떤 방향으로 나아가야 하는가라는 큰 물음에서 시작한 이 연구는 다문화국가인 호주를 중심으로 소외집단인 난민 이주민을 위한 교육을 분석하면서 질문의 열쇠말을 구체적으로 풀어가고자 했다. 다문화담론의 스펙트럼은 동화(assimilation)에서 시민적 통합(civic integration)에 이르기까지 복잡다기하기 때문에 일정한 수렴이 필요하다. 성인교육 영역에서 이 지점에 참여하기 위해 본 연구는 인종적, 정치적, 계층적 소수자인 국제 난민을 둘러싼 다문화논의를 분석하고, 난민을 위한 성인교육의 양상을 살펴보았다. 연구 결과, 국제 난민 이슈를 중심으로 전개되는 호주의 다문화담론은 ‘인도주의’와 ‘통치성’ 이데올로기를 내포하면서 사회적인 역동을 거치고 있음을 알 수 있었다. 또한 매년 30개국이 넘는 다국적 난민을 수용하는 호주는 정부와 민간에서 다양한 교육기회를 확충하는 움직임을 보였다. 이에, 난민을 위한 교육 전개 양태를 탐색한 본 연구는 그동안 성인교육학에서 주목받지 못한 영역에 시사점을 제공한다. 첫째, 다문화담론에 대한 성찰과 평생교육적 개입이 체계적으로 요청된다. 둘째, 다문화 친화적 시민학습 인프라가 구축됨으로써 일반 성인을 위한 다문화시민성 함양교육이 필요하다. 셋째, 난민 학습자를 포용하고 다문화역량을 키우기 위해서는 다자간 파트너십과 사회적 연대의식이 견고하게 작동되어야 한다. 나아가 우리의 다문화교육이 결혼이주민과 다문화가족만을 한정적으로 포섭하여 그들을 동화적 통치의 교육대상으로 위치지우고, 인도주의적 관점에서 연민의 대상으로 접근한 것은 아닌지 깊은 성찰과 변화가 요청되는 시점이다.
Abstract
This study seeks to analyze features of discourses of multiculturalism and education provisions for refugees immigrants in Australia. Major findings revealed that contemporary discourses of Australia multilculturalism engaging with the refugee issues are interweaving between ‘humanitarian ideology’ and ‘governmentality’. Also, this study revealed many forms of education provisions for the adult refugees are implemented by the government as well as civic communities. Eventually, this study could produce some critical suggestions and recommendations. First, we have re-construct a current paradigm regarding multiculturalism and actively engage with it in the field of lifelong education. Second, it is time to strengthen multicultural citizenship education in the lifelong learning process. Third, Australian experience suggest that a practice of lifelong education and its mechanism should be improved widening multi-partnership among government, academics, communities with more reflective, effective ways.
