평생학습담론에서의 다문화적 학습 맥락에 대한 비판적 이해

지구화의 가속화로 인해 노동, 교육, 결혼, 환경 재난, 정치적 박해 등의 이유로 2억 1천명의 이주민이 고향을 떠나 새로운 삶터에서 삶을 영위하고 있다. 국내에 체류하는 외국인이 115만명에 육박하고, 외국 태생 인구 비율이 총 인구의 2.3%를 차지한다는 점에서 오늘날 평생학습사회의 구성 원리와 양태는 이질적인 변화를 경험하고 있다. 본 연구는 한국 사회가 다인종․다문화사회로 재배치되는 과정을 평생교육관점에서 비판적으로 탐색하였다. 연구의 주요한 내용으로서 첫째, 평생학습담론의 다문화주의 맥락을 이론적 고찰하기 위하여 전통적인 성인교육론에서 다루어져 온 다문화주의 담론 지형을 분석하였다. 둘째, 오늘날 평생교육논의의 새로운 환경으로서 다문화적 생활 세계(multi-cultural life world)의 구성과 다양한 인종적, 민족적, 문화적 배경을 가진 학습 집단 간의 학습 행위의 변화를 이론적으로 살펴보았다. 셋째, 다문화시대에 평생학습사회의 다양한 소통을 촉진하기 위하여 다문화적 학습역량을 계발하고 이주민의 참여적 시민성의 발현을 논의하였다. 연구의 결론으로서 다음의 네 측면이 제시되었다. 첫째, 평생교육체제를 재구조화하기 위해서는 국제이주노동의 가속화로 인해 잉태된 다양한 학습 소외 계층의 요구와 역량을 포괄할 수 있도록 다문화주의에 입각한 평생교육의 이론 심화가 필요하다. 둘째, 다양한 초국경 학습자의 동등한 평생학습 기회 진작을 위해 종합적인 평생교육정책 수립이 시급하다. 셋째, 평생교육사 및 성인교육자의 다문화 이해 역량을 강화하고, 이들이 다양한 생애사적 배경을 가진 이주민의 평생학습활동 지원하는 방안을 새롭게 구안해야 한다. 넷째, 문화 다원주의에 기반을 둔 비판적 시민교육 프로그램이 지역 현장을 중심으로 공유되고 시민사회의 폭넓은 참여로 이어져야 한다. 궁극적으로, 다문화시대의 평생교육 방향성을 이론적으로 고찰한 본 연구는 향후 평생교육의 연구 주제 및 대상이 보다 심층적으로 확장되어야 한다는 점을 보여준다.
Abstract
The aim of this paper is to understand multi-cultural learning context in the discourse of lifelong learning and adult education. The international migration shows that our world are increasingly becoming heterogeneous, multi-racial and multi-cultural. It produces multi-cultural contexts and ranges of human learning that lead to border-crossing of different learning experiences. In Korea, foreign nationals, based on registration, make up 2.3 % of the total population. Thus, multi-ethical society and its reshaping life world is an irreversible social condition in the filed of lifelong education. Major findings of this paper underlined that lifelong learning is one of the crucial ways to advance human’s self empowerment and social development appreciating diverse learners’ experience regardless of geographic location, race, gender and class. This paper argues that lifelong learning theory and policy involves deriving roles to enhance a full participation and interaction of different social agencies including underprivileged migrants, as one of the devalued learning groups in a comprehensive way. Besides, lifelong educators and facilitators should develop a multi-cultural learning competency and reconstruct their new role to empower different learners' needs and rights. In particular, critical civic education programmes, based on cultural diversity, should be disseminated and shared in the civil society nurturing participatory citizenship of migrants and local citizens. Finally, this paper addresses that current lifelong learning discourse should broaden its horizon engaging with multicultural arrangements of human learning mechanism both in theory and practice.
