본 연구에서는 가족의 노인돌봄서비스의 가치를 생산물 접근법으로 추정하였다. 제공자의 기회비용으로 돌봄서비스의 가치를 측정하는 투입/비용접근법에 따르면 시장의 돌봄서비스 제공자들의 낮은 시장임금 수준을적용하게 되므로, 돌봄서비스의 가치를 과소평가할 우려가 있기 때문이다. 다른 조건이 모두 같은 경우, 가족으로부터 돌봄서비스를 제공받는 노인과그렇지 않은 노인의 의료비 및 유급 돌봄서비스 이용금액의 차이를 가족에의한 노인돌봄서비스의 가치로 추정한 결과 0보다 큰 양의 값으로 나타나,가족에 의한 노인돌봄서비스는 의료비 및 유급 돌봄서비스와 대체 관계에있음을 확인하였다. 또한, 가족으로부터 돌봄서비스를 제공받는 경우, 연간제공시간 하위 20%인 180시간 이하 그룹에서 추정한 가족에 의한 돌봄서비스의 가치는 유급 돌봄서비스의 경우보다 높게 나타났다. 본 연구의노인 돌봄서비스 가치 추정 결과는 돌봄서비스의 제도화 및 가족에 의한 돌봄서비스 관련 공공정책의 입안과 효과 예측을 위한 기초자료와 근거를 제공할 수 있을 것으로 예상된다.
Abstract
This paper measures the economic value of family caregiving for the elderly based on output-based approach rather than input-based approach. We assume that, other things being equal, the elderly who are cared by family members have less medical and long-term care expenses than those who are not. We regard this difference as the output of family caregiving to the elderly. Using data from the Korean Longitudinal Study of Ageing, we find that family caregiving can reduce medical and long-term care expenses when the needs for medical and long-term care of the elderly are low. Also, estimation results indicate that the value of the family caregiving output exceed the market price of formal elderly care service when family care is given less than 180 hours per year. The empirical evidence that family care can substitute for formal care has important policy implications.
