2009년 현재 미국 섬유의류 상품 수입시장에서의 시장점유율이 중국에 이어 두번째로 높은 베트남은 2003년 5월부터 2006년 말까지 미국의 쿼터 규제를 받아왔다는 점에서 베트남 섬유의류산업은 쿼터의 품질상승효과를 실증적으로 분석해 볼 수 있는 좋은 대상이 아닐 수 없다. 그럼에도 불구하고, 베트남 섬유의류산업을 특정한 퀴터의 품질상승효과 실증 연구는 아직 이뤄진 바 없다. 이러한 동기하에서 본 연구는 미국에 수입되는 베트남 산 섬유의류 상품을 대상으로 Tornqvist Index를 활용하여 쿼터의 품질상승 효과를 실증 분석한다. 특히 본 연구는 쿼터 규제기간과 비규제기간 동안의 베트남 산 섬유의류 상품의 품질 변화추이를 비교 관찰함으로써 실증분석의 결과가 이론적 예측과 일치하는지를 확인하고자 한다. 추가적으로 본 연구는 베트남에 대한 실증 분석 결과를 쿼터 규제의 대상이 아닌 국가들에 대한 결과와 비교함으로써 품질 변화가 쿼터에 의한 것인지, 그리고 품질 변화가 시장점유율과 어떠한 관련성을 갖는지에 대해서도 논의한다.
Abstract
Vietnam, next to China, is the second largest exporting country of textile and clothing products to US market, on which US government has imposed quota from May 2003 by the end of 2006. In this respect,Vietnamese textile and clothing case deserves to analyze the effect of quota on quality improvement, but has not been dealt with yet. With this motivation, this study seeks to empirically investigate with Tornqvist index, the effect of quota on quality improvement in Vietnamese textile and clothing. In particular, we attempt to check out whether empirical outputs go along with theoretical predictions, by comparing quality changes of Vietnamese textile and clothing products imported into US during the periods with quota to without. This study additionally discusses, by checking outcome of Vietnam against those of other countries without quota, whether quota is primarily characteristic of quality changes, and whether market share and quality changes may be somehow linked together.
