Abstract
In these days biofuel has received a lot of attention as a main viable technology that can reduce the greenhouse gas emissions and replace petroleum-based transport fuel. While second generation biofuels are a more appropriate replacement for fossil fuels than first generation biofuels, they too carry with them potentially significant impacts. Therefore, a cautionary analysis of regulatory and governance regimes for second generation biofuels is critical for improving innovation and investment for this energy resource. The mechanism of international regulations on the bioenergy comprises three elemental regimes at the international, regional and private levels. But the regulatory collaboration between the EU and private schemes has mobilized and promoted sustainability certification businesses, resulting in international reach and impact. This paper has studied whether the mechanism of current international regulations on the bioenergy can be improved.
